The Legal Metrology (Packaged Commodities) Rules, 2011, framed under the Legal Metrology Act, 2009, regulate pre-packaged goods in India to ensure accuracy of quantity, transparency, and consumer protection. Key Requirements for Packaged Commodities

  1. Mandatory Declarations on Packaging
    All pre-packaged goods must clearly display:
    • Name of the product
    • Net quantity (weight, measure, or number)
    • Name and address of manufacturer/packer/importer
    • Date of manufacture/packing
    • Maximum Retail Price (MRP) including all taxes
    • Lot or batch number for traceability
    • Expiry date or best-before date, if applicable
  2. Use of Standard Units
    • Quantities must be expressed in legal units of measurement approved under the Act (e.g., kg, litre, number).
  3. Packaged Goods Rules Compliance
    • Goods must comply with standardized quantity regulations.
    • Manufacturers or importers must maintain records for verification.
  4. Exemptions
    • Some commodities may be exempt under specific rules, e.g., goods sold loose or exempted by the government.

Licensing and Registration

  • Packers, importers, and manufacturers of pre-packaged commodities must obtain Legal Metrology Registration from the State Legal Metrology Department.
  • Registration ensures compliance and accountability in the production and sale of packaged goods.

Enforcement and Penalties

  • Legal Metrology Officers (LMOs) monitor compliance through inspections and random checks.
  • Non-compliance can lead to:
    • Seizure of non-compliant goods
    • Fines or penalties on manufacturers/packers/importers
    • Legal action in case of repeated violations
